In a small saucepan, combine the apple cider and pumpkin pie spice. Bring to a boil, then reduce heat to a low boil to reduce to 1/4 cup. Set aside to cool.
Combine all ingredients in a shaker. In a cocktail shaker with ice, combine the reduced cider, vodka, bitters and salt. Shake well.
Strain into a coupe glass; garnish with a cinnamon stick and star anise.
